Details of what options are part of the service delivery review

Long-term dormant fire stations – eight options

These are sites that don’t have a sufficient crew to respond to incidents and recruitment efforts locally have been exhausted.

It is proposed that these stations are closed to negate costs to maintain them or refurbish in the future.

Details

Dundee city and Monifieth (Balmossie and Kingsway East)

Option 1

Balmossie

Close Balmossie fire station which currently has one wholetime appliance and one on call appliance.

Kingsway East

Reinstatement of second wholetime appliance at Kingsway East which was temporarily removed in September 2023.

Option 2

Balmossie

Remove a wholetime appliance and maintain one on call appliance at Balmossie.

Kingsway East

Reinstatement of second wholetime appliance at Kingsway East which was temporarily removed in September 2023.

Perth and Kinross
(Perth)

Replace the third appliance at Perth, which is a combined aerial rescue pump (CARP) with a dedicated high reach appliance. The CARP was temporarily withdrawn and replaced with a high reach appliance in September 2023.

Close Marionville and move appliance to upgraded site at Newcraighall.

Close Musselburgh and move appliance to new-build station in Tranent.

Fife
(Dunfermline, Glenrothes, Lochgelly and Methil)

Option 1

Dunfermline

Replace the third appliance which is a combined aerial rescue pump (CARP) with a dedicated high reach appliance. The third appliance (CARP) was temporarily withdrawn and replaced with a high reach appliance in September 2023.

Lochgelly

Reduce the number of wholetime appliances based there from two to one.

Methil

Reduce the number of wholetime appliances based there from two to one. The second appliance was temporarily withdrawn in September 2023.

Glenrothes

Reinstatement of second appliance that was temporarily removed in September 2023.

Option 2

Dunfermline

Replace the third appliance which is a combined aerial rescue pump (CARP) with a dedicated high reach appliance. The third appliance (CARP) was temporarily withdrawn and replaced with a high reach vehicle in September 2023.

Lochgelly

Reduce the number of wholetime appliances based there from two to one.

Glenrothes

Reduce the number of wholetime appliances based there from two to one. The second appliance was temporarily withdrawn in September 2023.

Methil

Reinstatement of second appliance which was temporarily withdrawn in September 2023.

Scottish Borders
(Hawick and Galashiels)

Hawick

The fire station will still have two appliances, but we are proposing to change the crewing model for the first appliance which is crewed by wholetime firefighters. They would work during day-shift hours, Monday to Friday from 8am to 6pm, supported by on call firefighters out with those times.

The second appliance will continue to be crewed by on call firefighters.

Galashiels

A nucleus crew of wholetime firefighters would be introduced. They can be tactically deployed across the area during day-shift hours when on call availability is most challenging. This would supplement the existing two appliances - one crewed by.

Argyll and Bute (Helensburgh) 

Helensburgh will still have two appliances, but the first appliance would be crewed by wholetime firefighters who would work during day-shift hours, Monday to Friday from 8am to 6pm. They would be supported by on call firefighters out with those times. The second appliance will continue to be crewed by on call firefighters.

East Dunbartonshire (Milngavie) 

Milngavie will still have one appliance, but we are proposing to change the crewing model so that wholetime firefighters will work during day-shift hours, Monday to Friday from 8am to 6pm, supported by on call firefighters out with those times.  

Glasgow

Option 1 (Cowcaddens, Govan, Springburn and Yorkhill)

Cowcaddens

Rebuild fire station on Maitland Street site and maintain two wholetime appliances. Reinstatement of second appliance that was temporarily withdrawn in September 2023.

Govan

Remove one wholetime appliance leaving one wholetime appliance in place. The second appliance was temporarily withdrawn in September 2023.

Springburn 

Remove one wholetime appliance leaving one wholetime appliance in place.

Yorkhill

Close the fire station which has one wholetime appliance based there. 

Maryhill

Reinstatement of second wholetime appliance that was temporarily removed in September 2023.

Option 2 (Govan, Cowcaddens, Maryhill)

Govan

Remove one wholetime appliance, leaving one wholetime appliance in place. The second appliance was temporarily withdrawn in September 2023.

Cowcaddens

Close the fire station which has two wholetime appliances based there. Maintain ownership of the Maitland Street site within the complex for future development.

Maryhill

Reinstatement of second wholetime appliance that was temporarily removed in September 2023.

Inverclyde

Option 1 (Greenock)

Replace the combined aerial rescue pump (CARP) with a dedicated high reach appliance. This would be in addition to two further appliances – one crewed by wholetime firefighters and one by on call firefighters.

Option 2 (Greenock and Port Glasgow)

Greenock

Replace the CARP with a dedicated high reach appliance and introduce a new system for the existing on call appliance.

This would see that appliance crewed by wholetime firefighters during day shift hours from Monday to Friday between 8am and 6pm, supported by on call firefighters out with these hours. The first wholetime appliance would be unchanged.

Port Glasgow

The fire station will still have two appliances, but we are proposing to change the crewing model for the first appliance which is crewed by wholetime firefighters who will work during day-shift hours, Monday to Friday from 8am to 6pm. They will be supported by on call firefighters out with those times. The second appliance will continue to be crewed by on call firefighters.

Lanarkshire

Option 1 (Cumbernauld, Hamilton)

Cumbernauld

The fire station will still have two appliances. The first appliance will be unchanged and crewed by wholetime firefighters, and the second appliance will instead be crewed by wholetime firefighters working during day-shift hours, Monday to Friday from 8am to 6pm, supported by on call firefighters out with those times.

Hamilton

Remove one wholetime appliance, leaving one wholetime appliance in place. The second appliance was temporarily withdrawn in September 2023.

Option 2 (Bellshill, Cumbernauld, Hamilton, Lesmahagow)

Cumbernauld

The fire station will still have two appliances. The first appliance will be unchanged and crewed by wholetime firefighters, and the second appliance will instead be crewed by wholetime firefighters working during day-shift hours, Monday to Friday from 8am to 6pm, supported by on call firefighters out with those times.

Hamilton

The fire station will still have two wholetime appliances. The first appliance will be unchanged and crewed by wholetime firefighters, and the second appliance would be reinstated and crewed during day shift hours from Monday to Friday between 8am and 6pm.

Bellshill

Add an additional wholetime appliance to increase the station to two appliances. The first appliance will be unchanged and crewed by wholetime firefighters, and the second appliance would be crewed during day shift hours from Monday to Friday between 8am and 6pm.

Lesmahagow

Introduce a nucleus crew to provide a pool of wholetime staff who can be tactically deployed across South Lanarkshire during day shift hours when on call availability is most challenging.
