David Lockhart
Director of Service Development
David has responsibility for developing the service to meet existing and future community needs. David has been with the Service for 27 years and takes on the Assistant Chief Officer (T) and Director of Service Development role with a vast wealth of experience. As the previous Head of Service Development and Head of Service Delivery East, David’s responsibilities to the ICT, Portfolio Office and the Service Delivery Model Programme Functions are key factors in achieving our organisation's Long Term Vision
